This dataset consists of measurements of deviations from a nominal value. A common model for such data is a mixture of Normal or Laplace distributions with a common mean. This is not a mixture described in the literature to any significant extent. Regress+ contains a few such "custom" mixtures.

The usual interpretation of a binary mixture is that it is an undifferentiated composite of two populations. If that is a valid interpretation here, then it would be up to the analyst to identify and characterize the two populations.
